CHAPTER PRESIDENT Quyen Tran is the Contracts Performance Manager for Quantum Magnetics Inc., a wholly owned subsidiary of Morpho Detection, Inc. Quyen holds ten years of experience with roles increasing in responsibility across subject matter areas to include: contracts administration, subcontracting, government property administration, small business administration, and facility security.
Quyen holds a BA in International Business from San Diego State University. Additionally, she is an NCMA Certified Commercial Contract Manager (CCCM) and Certified Federal Contract Manager (CFCM). An active NCMA member since 2003, Quyen currently serves as Chapter Vice-President. Prior to serving as Vice-President, Quyen served as the San Diego Chapter’s Education Director and as Arrangement Director from 2007- 2009.
CHAPTER VICE-PRESIDENT Mark Cook is the Director of Contracts at KES, Inc. with more than 12 years of experience in the Contracts/Finance industry. Mark holds an MBA, with a finance emphasis, from the University of Redlands, and a BS in Business Administration, with an accounting emphasis, from Hawaii Pacific University. He earned a Professional Certificate in Contract Management from SDSU and, in 2007, completed the NCMA Leadership Development Program.
An active member of NCMA since 2005, Mark currently serves as Vice President for NCMA’s San Diego Chapter.
Chapter Treasurer
Erin Felix has been a member of NCMA since 2005 and helped found the chapter newsletter that year. Erin began her career in the defense industry with TRW (now Northrop Grumman) as a college intern. Upon earning her undergraduate degree, she transitioned into subcontracts management. Erin continues to work for Northrop Grumman as a contract manager. Erin has a law degree from the University of San Diego School of Law, an MBA from the UCSD Rady School of Management and a Bachelor of Arts degree in Math and Applied Science from UCSD.
Chapter Secretary
Victoria Marin is a Contracts Negotiator for Lockheed Martin IS&GS--Defense in San Diego, CA. Victoria graduated with a BS in Business Administration from the University of California, Riverside. Victoria has over five years of Contract Administration experience in Department of Defense contracts within Lockheed Martin. As an active member of the community, Victoria is a member of the Lockheed Martin Network of Volunteers Association (NOVA) (fundraisers for non-profit organizations), the San Diego Lockheed Martin Women's Network, and College Hire Acceleration Program (CHAP) chapters. Member and volunteer for the Girl Scouts for over 20 years; active in a local coed soccer team; and Member of the San Diego NCMA since February 2008.
Chapter Arrangements Director
Nalani Moore is a Sr. Contracts Administrator at General Dynamics, Information Technology, Navy/Air Force Systems Division. Nalani has six years of experience with roles increasing in responsibility in contract administration, subcontract administration, materials procurement, proposal coordination and pricing.
Nalani holds a B.S. in Business Administration with an emphasis in Marketing from San Diego State University and holds Professional Certificates from SDSU's College of Extended Studies for both Contract Management and Advanced Contract Management.
Nalani has been an active member of NCMA since 2007.
Chapter Membership Director
Lee Davis is the GWAC SR Contracts Manager for Salient Federal Solutions, Inc. (Salient), a leading provider of information technology, engineering and intelligence analysis services to agencies in the intelligence, defense, homeland security and cyber domains. Lee has over 20 years experience in acquisition and contract management combined over a career in the Navy with recent experience in the private sector. Lee has a BSBA from the University of North Carolina, Chapel Hill, an MS in Acquisition and Contract Management from Naval Postgraduate School and an MS in national Security and Strategic Studies from naval War College. He is a Certified Professional Contracts Manager (CPCM).
Lee first joined NCMA while a student at the Naval Postgraduate School in Monterey, California in 1996.
Chapter Education Director
Theresa Robinson-Harris is a Senior Contracts Administrator at RECON Environmental, an environmental consulting firm in San Diego, CA. Theresa has over 13 years experience handling contracts administration, subcontracting and small business administration. Prior to joining RECON, Theresa worked for the United Nations handling all aspects of contract administration. She holds a BA in Business Administration from Newport University, a BS in Marketing Management from Western Governors University and an MBA in Global Management from University of Redlands. She has been a member of NCMA since 2006.
CHAPTER EMPLOYMENT CHAIR Christine Powell is the Contracts Manager with Syzygy Technologies, Inc., a veteran-owned small business doing primarily DoD work in San Diego, CA. As Contracts Manager for Syzygy, Christine handles all aspects of contract management for the company (cradle to grave) and acts as the Task Order Manager for two task orders in PMW 790. Christine has been working in the defense industry since 2001 and has eleven years of experience working for the United States Government.
Christine holds a BA in Political Science from Point Loma Nazarene University and a Jurist Doctorate from Thomas Jefferson School of Law. She is also an active member of the CA State Bar. Previously, Christine served as Secretary for NCMA, San Diego Chapter.
CHAPTER NEWSLETTER DIRECTOR
Tammie Rippie is currently a Subcontract Administrator at AMEC and is responsible for supporting Federal Environmental construction projects. Tammie has 9+ years of progressively increased responsibility and experience with Federal procurement, material purchasing and subcontract administration. Primary responsibilities include: award, administer and manage subcontracts and modifications for multiple projects, understand, maintain and ensure contract compliance is consistent with policies and procedures of project/program, build internal and external client relationships and maintain a network of client contacts, act as a liaison between project managers, subcontractors/vendors and accounting. Recognized as the 2011 Small Business Advocate of the Year.
Prior experience includes managing both Federal and Commercial subcontracts and purchase orders for water, transportation, environmental and telecomm Design Build and Design Build Operate construction projects ranging in size from $500K - $200M. Performed as “Superuser” for an Oracle based procurement system. Additionally, in 2008 Tammie was recognized for exceeding Small Business goals on a $200M project.
Tammie received her Bachelor of Science (BS) from University of Minnesota, Mankato in 1998 and her Masters of Business Administration (MBA) from University of Phoenix, Lone Tree, CO in 2005.
Board of Advisors
IMMEDIATE PAST CHAPTER PRESIDENT Maurice Caskey retired as Manager, New Construction Contracts Administration for General Dynamics NASSCO. He now is a consultant for government contracting matters, specializing in systems engineering and contract administration. His work career also included Jered Brown Brothers, Inc., in Troy, MI, and Ingalls Shipbuilding Division of Litton Industries in Pascagoula, MS. Maurice has presented a number of papers at technical societies including: ASTM International, The Society of Naval Architects and Marine Engineers, and The American Society of Naval Engineers. Maurice holds a BS in Naval Engineering from the U.S. Naval Academy and an MS in Systems Management from the University of Southern California. He is an NCMA Certified Federal Contracts Manager (CFCM) and Certified Commercial Contracts Manager (CCCM).
An active member of NCMA for over 20 years, Maurice currently serves as President of the NCMA, San Diego Chapter.

Dan Chalfant has more than 20 years of experience in Contract Management.He has worked in the Aerospace Industry, Communications Industry, Government contracting, and working directly with the Air Force, Army, Navy and DLA on many projects.
Dan works as a Contract Manager, Federal DoD Navy/Marine Corps, with Accenture in San Diego, CA. Formerly, an Associate with Booz Allen Hamilton, he functioned as a Contract Management Specialist advising the U.S. Navy on subject matter areas that included: contract strategy, contract planning, SOW development, RFP drafting, proposal evaluation, negotiation and efficient post-award contract administration.
Additionally, Dan teaches at San Diego State University, College of Extended Studies, and the University Of Phoenix.At SDSU, he teaches Government Contract Pricing, and The Art of Competitive Sourcing, and Cost/Price Analysis.At UoP, he teaches Corporate Finance and Managerial Finance.
Dan holds an MBA from the University of California at Irvine.He also has a B.A. in Business Economics from the University of California at Santa Barbara.He is a Certified Purchasing Manager (C.P.M.) through the Institute of Supply Management and a Certified Federal Contracts Manager (CFCM) through NCMA.
A long-time NCMA Member, Dan has served as the San Diego Chapter President and Education Director.
BOARD OF DIRECTORS
Jack Friery is a San Diego lawyer who represents small and large businesses in legal matters involving government contracts. Jack previously served as a senior lawyer with SAIC and Hughes Aircraft Company.
In addition to his corporate experience, Jack served as a Captain in the U.S. Army Judge Advocate General Corps for four years. During that time, he tried approximately 500 courts-martial. Jack later served as counsel to the U.S. Army Materiel Command for ten years, including five as general counsel to one of the Army’s major R & D labs.
Jack currently teaches contract law at the University of California, San Diego, San Diego State University, and Federal Publications, Inc., the leading government contract seminar company in the country. In his spare time he is a docent at Torrey Pines State Reserve.
A long-time NCMA Member, Jack most recently served as the Chapter's Employment Chair.
