JOB DESCRIPTION:

This full-time position is supports the Information Resource Management Division of the Space and Naval Warfare Command (SPAWAR) Corporate Information Office (CIO). This position primarily supports SPAWAR Headquarters in providing Information Technology (IT) Procurement Request management and IT Procurement requirements analysis.

Essential Job Functions:

Support Navy client with the management of Information Technology (IT) Procurement Approval Process which is designed to ensure effective / efficient expenditure of funding to acquire IT capabilities prevent duplicative investments; provide visibility on all Navy IT-related expenditures; and ultimately achieve strategic sourcing on IT procurement. Analyze and validate Information Technology Procurement Requests (ITPRs).  Design, develop and conduct ITPR training.  Work with SPAWAR business area leads on ITPRs submissions.

REQUIRED SKILLS/EDUCATION:

  • Bachelor's Degree and 2-5 years work experience in DoD contracts management
  • Experience with ITPR form submissions and Navy ERP
  • SPAWAR, Navy, Government Acquisition Lifecycle Management experience a plus
  • Experience with DoD, focusing on IT acquisitions
  • Proven experience presenting briefs to small and large groups
  • Ability to complete tasks independently with minimal guidance
  • Candidate will possess strong analytical and critical thinking skills, and the ability to work independently or on a team
  • Proficiency with Microsoft Office programs (Word, Excel, and PowerPoint)
  • Candidate must hold or be able to obtain a Secret clearance

As an Associate Contract Administrator for the Tactical SatCom Network (TSN) business area, you will help us grow our business with our government as well as commercial customers.  You are a self-starter and motivated to contribute to the continued success of a great organization through your willingness to think and act creatively to solve unique problems. As a Contracts professional, you will prepare quotes and process orders for standard TSN products, propose, negotiate and administer other contracts as well as various other agreements for the TSN business area.  Your keen eye allows you to identify and articulate key deal points and provide inputs on risk assessment/mitigation as you process/administer value-added reseller/international distribution agreements,  generate and execute Non-disclosure agreements (NDAs), negotiate and execute FFP contracts (FAR Part 12) and update and maintain internal pricelists.  

 

Requirements:

·         BA/BS degree

·         1+ years of contracts-related experience, preferably including experience in administering contracts, quotes, purchase orders or other agreements. 

·         Strong experience to effectively utilize Excel spreadsheets as well as data bases (such as Oracle and Sales Force Tracker).

·         US Citizenship as well as the willingness and ability to secure a U.S. Government security clearance.

Preferences:

·         Knowledge of Requests For Proposals (RFP), source selection and negotiation processes, FAR/DFARS, Non-Disclosure Agreements is a plus.

Our San Diego area client is looking for a Contracts Manager. They are looking for someone who can handle stress, willing to roll up their sleeves and work hard, ability to stay focused in difficult situation, able to deal with tough personalities and someone who sees the benefit in a team effort. Reports to V.P Finance and Corporate Contracts.

 

Provides leadership and directs the administration of all assigned contracts and subcontracts including preparing, reviewing, and approving all contractual documents to ensure protection of Company’s contractual posture; Identifies legal or contractual issues, develops resolutions and provides guidance to management on resolving those issues

Drafts various contractual agreements and coordinates the review of those documents with the Law Department

Ensures that the Company’s proprietary interests are protected and that Company policy is followed for processes such as, but not limited to, the review of reports, papers and articles.  Reviews agreements, evaluates the documentation and authorization forms to identify problematic provisions and determine if the minimum requirements are met.


Coordinates review of solicitations and assists in drafting proposals to ensure customer objectives are satisfied and company interests are protected; Negotiates contracts independently, or as part of a team, which achieves customer satisfaction and company business objectives and adheres to all applicable laws, regulations and customs

Remains current on commercial/government/international laws, regulations and practices affecting contracts and related agreements


Direct and actively participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management, professional, and technical talent

Responsible for observing all laws, regulations and other applicable obligations and company policies wherever and whenever business is conducted on behalf of the Company


Responsible for establishing Company policies and procedures related to Contracts, and insuring their dissemination Responsible for issuing operating instructions, guides, procedures or manuals necessary for the efficient and proper functioning of the Contracts department

 

MINIMUM QUALIFICATIONS

 

Requires a Bachelors degree in business or law or a related field and 6 or more years of progressively more complex contract management related experience as well as 4 or more years of supervisory/management experience . May substitute equivalent experience in lieu of education.

-Government and commercial contract experience value of contracts negotiated from $200k - $2million
-Negotiate contract terms.
-Contract close - outs

-Must possess the ability to resolve complex management and technical problems; serve as spokesperson on assigned projects and/or programs; and provide leadership and direction to assigned supervisors and staff

Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required

-May be required to obtain a security clearance

-Familiar with SAP or similar ERP systems
