Mandela Byam - President
Contracts Manager at Sapient Logic. He manages the contract management lifecycle, expands the company's footprint in the government space, and oversees all aspects of revenue cycle management for their healthcare clients. Mandela is a highly accomplished professional who designed the vehicle tracking system used by the city of St. Louis and received a Resolution of Recognition from the State of Missouri. He also serves as an Advisory Board Member for the Emerging Leaders of the North San Diego Business Chamber, where he encourages young professionals to become the leaders of tomorrow. In his free time, Mandela enjoys playing beach volleyball, traveling, participating in sports, and volunteering. He is a well-rounded individual who brings positivity and enthusiasm to everything he does.

Samantha Nguyen - Vice President
Samantha is a Buyer at General Atomics. She has over 20 years’ experience in managing and negotiating commercial and government purchasing contracts, program management, quality assurance and supply chain management. She holds a BA in Economics and BA in Psychology from the University of California, San Diego. She holds an MBA with an emphasis in Project Management from Louisiana State University. She has been a member of NCMA San Diego since 2020 holding various positions. She is a native San Diegan and enjoys traveling the world in her free time.

Daisy Martinez - Secretary
Daisy is a San Diego native and a supply chain professional with experience in data analytics, planning, and sourcing. She is a Buyer at General Atomics and has procurement experience in other industries such as communications and food science. In her current role, she procures a wide array of commodities and services in support of various programs, primarily in space and defense. She has a strong passion for learning and development, and is always looking for process improvements. She is completing her Supply Chain Management degree at Arizona State University but in her spare time, she enjoys hiking, volunteering, and traveling. Daisy looks forward to growing her career in government contracting.

Miguel Manzano - Treasurer
Miguel is a desert native from Borrego Springs, California over 10 years of experience in Procurement and Global Supply Planning. He holds a Business Administration Degree with an emphasize in Supply Chain from California State University of San Marcos and an MBA from Louisiana State University Shreveport. He is also a member of APICS and is a Certified Supply Chain Professional. He is intrigued by the challenging and rewarding efforts with contracts and is the reason why he joined the NCMA San Diego Chapter. He wishes to continue to learn more and add another area into his supply chain experience umbrella. In his spare time, he enjoys playing golf, hikes, and trying new foods.

Cindy Avonce - Education Director
Cindy Avonce is a senior at the University of San Diego, pursuing her BBA in Supply Chain Management and Marketing with a minor in Spanish. She is currently a Business Operations – Organizational Effectiveness Intern at General Atomics, where she supports department-wide initiatives focused on process improvement, employee engagement, and strategic alignment. Cindy began her journey at General Atomics as a Contracts Management Intern in the summer of 2024, where she gained a strong foundation in government contracting, procurement processes, and cross-functional collaboration.
On USD’s campus, Cindy holds the position of Vice President of Activities for the Supply Chain Management Association, where she leads the planning and execution of events that connect students with industry professionals and real-world supply chain insights. This role has strengthened her leadership, project management, and communication skills while deepening her passion for creating valuable educational experiences.
Cindy is excited to bring her background in contracts, operations, and student engagement to her role as Education Director for the NCMA San Diego Chapter. She looks forward to developing accessible, relevant, and inspiring programs that support the professional growth of both emerging and experienced members of our NCMA community.

Quintin Magalski - Membership Director
Quintin has over 13 years of experience in managing subcontracts and procurements supporting government contracts. He holds a BSBA with a specialization in Supply Chain Management from Bowling Green State University and is currently attending San Diego State University working to obtain a Professional Certificate in Contract Management. He enjoys hiking with his two American Shepherds, building robots, and international travel in his free time.

Andrew Salceda - Arrangements Director & Website Manager
Andrew has 8 years of experience managing cost-reimbursable and fixed-price subcontracts for complex development and production programs for various DoD customers. He currently serves as a Senior Procurement Compliance Specialist at General Atomics and has been a member of NCMA since graduating with a B.A. in Political Science from the University of California, Riverside in 2017. Andrew was part of NCMA's pilot Certified Contract Management Associate certification class. He holds graduate certificates in Supply Chain Management and Contracts Management from the University of California, Los Angeles Extension. He is currently in his final year of graduate school at San Diego State University, completing an MBA with a specialization in Information Systems.

Quyen Tran - Fellows & Awards Chair
Quyen Tran has over 20 years’ experience in the areas of contracts administration, subcontract administration, export control, government property administration, and facility security. She is an NCMA fellow and has been an active member of NCMA since 2003. She has served on the San Diego Chapter Board since 2007.

Anh Hoang - Advisor
Anh is a Procurement Manager at General Atomics. She previously served on the NCMA San Diego Board of Directors as the Secretary and Membership Director. She has over 16 years of experience in supply chain management in the commercial and government industry. She is a forward thinking, humble leader who serves her team to provide support, provide resources and guidance to execute and manage procurements. Anh is a native San Diegan who spends her free time as a Troop Leader for the Girls Scouts or you will find her outside exploring the beaches and mountains in Southern California with her family.

Kristy Schultz - Advisor
Kristy Schultz has been a Contracts Administrator approximately 15 years of experience. She has experience with both Government and Commercial contracts. Prior to becoming a Contracts Administrator, she spent two years project controls analyst and billing specialist. She has her bachelors, MBA, and contracts certifications through SDSU. Kristy has been an active member of the NCMA San Diego chapter since becoming a Contracts Administrator and has been a contributing member of the Board of Directors for about 10 years.
